I'm not sure how they got the number,
but I don't doubt the idea, we definitely only perceive aspects of reality.
I just attended a talk today about how we perceive the size the objects. Really some fascinating stuff going on as far as feedback mechanisms to determine size. Even the muscles that control the eyes (occulomotor muscles) can influence the perceived size of an object.
